Dated Aizawl, the 5^th April, 2022

Whereas, the State Election Commission has decided that, at the time of poll during the General Elections to Mara Autonomous District Council, electors for the purpose of establishing their identity before the Presiding Officer or the Polling Officer of a polling station, before casting their votes, should produce the Electoral Photo Identity Cards (EPIC) issued in terms of the provisions under the Representation of the People Act, 1951 when such electors of the constituency concerned or the polling station in question have been supplied with the Identity Cards, with photographs attached thereto;

AND

Whereas, it appears that all electors of the polling stations to which elections will be held and polls will be taken on 5^th May, 2022, may not have been provided with the said Identity Cards;

AND

Whereas, the Presiding Officer or Polling Officer is required to be satisfied about the identity of the elector before allowing him to cast his or her vote. Accordingly, in the case of an elector not yet issued with Elector’s Photo Identity Card (EPIC) or in the case of loss of EPIC, the list of documents which can be used as identity instead of EPIC, needs to be authorized by the Commission in the interest of the electors;

Now, therefore, the State Election Commission in exercise of the power conferred under sub-rule (5) of Rule 7 of The Mara Autonomous District Council (Constitution, Conduct of Business, etc) Rules, 2002 as amended, the State Election Commission, Mizoram hereby directs that –

The electors, who have not been issued with (EPIC) shall produce, for the purpose of establishing their identify, any one of the following documents before the Presiding Officer or the Polling Officer authorized by him in this behalf:-

LIST OF DOCUMENTS

Passport,
Aadhar Card

(ii) Driving Licence,

(iii) Income Tax Identity (PAN) Card,

(iv) Service Identity Card issued to its employees by State/Central Government, Public Sector Undertakings, Local Bodies or Public Limited Companies,

(v) Passbooks issued by Public Sector Banks/Post Office and Kisan Passbooks (accounts opened upto April, 2022),

(vi) Property Documents such as Pattas, Registered Deeds, etc. with photograph,

(vii) SC/ST/OBC Certificate and Residential Certificate issued by competent authority (issued upto April, 2022),

(viii) Pension Documents such as ex-servicemen’s Pension Book/Pension Payment Order, ex-servicemen’s Widow / Dependent Certificate, Old Age Pension Order, Widow Pension Order (issued upto April, 2022),

(ix) Freedom Fighter Identity Card,

(x) Arms Licenses (issued upto April, 2022),

(xi) Certificate of Physically Handicapped with photograph issued by the competent authority (issued upto April, 2022),

(xii) Job Card issued under MNREGA with photograph (issued upto April, 2022),

(xiii) Health Insurance Scheme Smart Card (issued upto April, 2022),

(xiv) Students Identity Card issued by the concerned Head of Institution.
