ORDER

 

Dated Aizawl, the 7th November, 2025

                                                                                                                        

Subject:        Restriction on Government Accommodations.

 

                        In the interest of preserving the fairness of election, the State Election Commission is of the view that a large number of vehicles and people campaigning for candidates during the campaign period may cause serious concern about general order and fairness for General Election to Members of Lai Autonomous District Council, 2025. Keeping this in view, the State Election Commission, in exercise of the powers conferred under sub-section (4) of Rule 142 of the Lai Autonomous District Council (Constitution, Conduct of business, etc.) Rules, 2010 as amended, hereby directs that:

 

1.      Government accommodations shall not be monopolized by the party in power or its candidates and such accommodations shall be allowed to other parties and candidates in a fair manner.

 

2.      Allotment of Government owned accommodations shall be subject to the condition that such accommodation is not already allotted or occupied by election Officials or Election Observers.

 

3.      No party or candidate shall use or be allowed to use such accommodation, including premises appertaining thereto as a campaign office or for holding any public/party meeting for the purpose of election propaganda. No political activity will be carried out by any political functionary while staying in such Government guest houses/rest houses or guest houses owned by the Government or subsidiary of the Government.

 

4.      The State Election Commission maintains that circuit houses/rest & guest houses/inspection bungalows/dak bungalows are only for temporary stay (boarding and lodging) during transit of such functionaries and their use should restrict to that purpose only. The State Election Commission further directs that:

 

(i)      Even casual meetings by members of political parties inside the premises of the Government owned guest house etc. are not permitted and any violation of this shall be deemed to be a violation of the Model Code of Conduct.

 

(ii)     Only the vehicle carrying the person allotted accommodation in the guest house and not more than two other vehicles, if used by the person, will be permitted inside the compound of the guest house.

 

(iii)    Rooms should not be made available for more than 48 hours to any single individual.

 

5.      There will be a freeze on such allocation from 48 hours before the close of poll till completion of poll or re-poll. 

 

                        Any violation of this order will be seriously viewed by the Commission and action will be taken against the candidate or his party responsible for violation.
