ORDER

    

 

Dated Aizawl, the 14th January, 2015

 

 

            WHEREAS, the State Election Commission has introduced various electoral reforms for Elections to the Local Bodies in the State and incorporated the reforms in the concerned Rules, which, inter alia, includes use of Common Ballot Box/Common Ballot Paper and Allotment of Reserved Symbols of recognized Political Parties to their respective candidates; and

 

          WHEREAS, in spite of the Commission’s advice to the Chakma Autonomous District Council authorities, the Chakma Autonomous District Council (Election to Village Councils) Rules has not been amended to incorporate the said reforms. In the circumstances, the Commission is of the view that the existing Chakma Autonomous District Council (Election to Village Councils) Rules will inevitably invite confusion amongst the stake-holders as well as the voters with regard to use of multiple Ballot Boxes, multiple Ballot Papers, etc. Accordingly, the Commission advised the District Election Officer, Lawngtlai to convene a meeting of all Political Parties and other stake-holders to discuss the matter in question. The meeting, therefore, unanimously resolved to introduce the said electoral reforms viz, Common Ballot Box, Common Ballot Paper, Allotment of Recognised Political Party symbols to their respective candidates and increase of security deposit from Rs. 50/- to Rs. 100/- ; and

 

          NOW, THEREFORE, the Commission hereby orders that the following electoral reforms shall be put into practice for the ensuing General Election to Village Councils under Chakma Autonomous District Council, 2015:-

 

  1. Common Ballot Box: In order to avoid unnecessary expenditure on the part of the candidates and procedural delay in voting and counting process, a single ballot box shall be used for all contesting candidates at each polling station.

 

  1. Common Ballot Paper: In order to speed up the process of voting as well as counting, there shall be a common Ballot Paper for all candidates.

 

 

 

 

  1. Allotment of Reserved Symbols to Candidates of Recognized Political Parties: All the candidates of recognized Political Parties shall be allotted reserved symbol of their respective recognized Political Parties as assigned by the Election Commission of India.

 

  1. Security Deposit: Since there is no fixed amount of security deposit under the existing Rules, the amount of security deposit for the ensuing General Election to Village Councils under Chakma Autonomous District Council, 2015 shall be fixed at Rs. 100/-.
