Subject :       Procedure for Summary Revision of Electoral Rolls of Village Council in Non-Sixth Schedule Areas in Mizoram.

Sir,

                        I am directed to state that By-Election to Village Councils in 31 Village Council Constituencies in Aizawl and Kolasib District is to be conducted in due course. As per the Mizoram (Election to Village Councils) Rules 2014, the newly published Electoral Rolls of the Assembly Constituencies is to be used as Draft Rolls as provided for under Rule 16 of the said Rules.

                        In this connection, the following points may please be ensured that

1)      No new application for inclusion of names should be entertained as the qualifying date is 1.1.2016.

2)      Village Level Standing Committee be formed in every village council area comprising of all Political Parties and NGO of the village.  Two representative each from Political parties and NGO be appointed as members of this Standing Committee.

3)      Appointment of AERO may be made on requirement basis from among the Gazetted Officers like Headmaster of High and Middle School.

4)      Booth Level Officer may be appointed as Village Level Officer in each village Council area, if the existing numbers of Booth Level Officer is less than the village council, a suitable teacher of school of the concerned village may be appointed as Village Level Officer.

5)      Jurisdiction of each District Election Officer will be as in Assembly Election Jurisdiction.

6)      Polling Station Building may be identified for newly created village councils.
